DiPER (Digital Platform for Education Revitalisation) is the central Education Management Information System (EMIS) for Ogun State. It is a secure, cloud-based platform that manages core administrative and data processes for the basic and secondary education sub-sectors. DiPER is the digital backbone of OGSERA and the principal tool through which the Ministry monitors, coordinates, and improves the performance of schools.

The platform hosts student and staff records, including the Learner Identification Number (LIN), enrolment history, attendance, assessments, and examination participation. It provides schools with dashboards and tools to manage their daily operations, while giving the Ministry real-time visibility into the health of the system. Processes that were previously paper-based—such as screening-test registration, flagship admissions, BECE result management and teacher-intern recruitment—are now handled end-to-end within DiPER.

The platform is not a one-off project but an evolving digital infrastructure. Over time, DiPER is expected to remain the authoritative “single source of truth” for education data in Ogun State.

Key Achievements

Rolled out a unified, cloud-based that now underpins administration for public and approved private schools across the state.

Linked the unique Learner Identification Number (LIN) to DiPER, allowing secure, coherent tracking of learners throughout their schooling.

Enabled real-time reporting on enrolment, attendance and performance, strengthening the Ministry’s capacity for evidence-based planning and policy adjustment.

Provided differentiated access for learners, parents, teachers, principals, zonal officers and ministry officials, improving transparency and collaboration.

Mandated that major education activities (admissions, exams, data reporting) be carried out exclusively through DiPER from specified sessions onward, entrenching digital governance.
